Amend the amendment on page 1 in subsection 11 in the next to the last line (page 1, line 25 in amendment) by striking out the following: " routine technical" and inserting the following: ' major substantive'

SUMMARY

Committee Amendment "A" provides that rules governing the statewide drug-free workplace model policy that are adopted subsequent to the initial adoption of the policy are routine technical rules. This amendment instead designates those subsequent rules as major substantive rules.
