Fiscal Detail and Notes
This legislation creates a moose hunting permit lottery system for hunting outfitters and will result in an increase in Other Special Revenue Funds revenue of $88,500 beginning in fiscal year 2014-15 to the Department of Inland Fisheries and Wildlife.  It also reduces General Fund revenue by $10,374 beginning in fiscal year 2014-15 from dedicating these permit fees.
The bill also includes requirements to offset the revenue loss from changes made to moose hunting permit fees during the 2014-2015 biennium by lapsing $10,374 in fiscal years 2013-14 and 2014-15 from the Inland Fisheries and Wildlife Carrying Balances - General Fund account to the unappropriated surplus of the General Fund to offset the loss in revenue .  Due to the change in the effective date of this legislation to August 1, 2014, the initial estimated revenue loss in fiscal year 2013-14 will not occur and it is assumed that the provision to offset the revenue loss by lapsing funds from the Inland Fisheries and Wildlife Carrying Balances - General Fund account also will not occur in fiscal year 2013-14.  The future revenue reductions from moose hunting permit fees is not offset in the 2016-2017 biennium and future years.
