	The Commission on Governmental Ethics and Election Practices indicates that it is possible that enactment of this legislation would be challenged as unconstitutional.  If a court rules that the legislation is unconstitutional, the Commission could be liable for the plaintiff's attorney's fees and court costs.
	Additional costs associated with the entities reporting contributions and expenditures to the Commission can be absorbed within existing budgeted resources.
