	The Public Utilities Commission (PUC) and the Department of Environmental Protection (DEP) are directed to develop a regional greenhouse gas initiative offset category for fuel switching and promote this category to other states with regional greenhouse gas initiatives. The DEP will provisionally adopt major substantive rules by March 1, 2015.  The PUC and the DEP have adequate resources available for the expenses related to these activities.
