	PL 2013, c.1, the FY 2012-13 Emergency Supplemental Budget bill, included an initiative to reduce adoption assistance subsidies paid by the Department of Health and Human Services.  The provisions of this bill could restrict the department's ability to fully implement that initative.  The bill could also limit the department's ability to implement any future federal changes in rates and result in additional costs to the General Fund.
