Fiscal Detail and Notes
The amendment eliminates the fee increases provided in the committee amendment. It also establishes the Eradication of Invasive Species Fund, an Other Special Revenue Funds account, to be used for eradicating invasive aquatic plants and nuisance species and transfers $246,650 in fiscal year 2014-15 from the Inland Fisheries and Wildlife Carrying Account within the Department of Inland Fisheries and Wildlife (IF&W) to the Eradication of Invasive Species Fund. Future transfers may not be able to take place if there are not sufficient funds within the carrying account. There could be a negative General Fund impact if the carrying account's balance becomes too low, requiring a General Fund appropriation to the account to comply with the State constitutional requirement that the IF&W's General Fund appropriations equal or exceed the amount of General Fund revenue collected by the department.
