Adds the history, organization and operation of the Federal and State government and different models of local government to the law requiring instruction in history, government and citizenship in elementary and secondary schools. School Significant statewide
The required local activities in this bill may represent a State mandate pursuant to the Constitution of Maine.  Unless General Fund appropriations are provided to fund at least 90% of the additional costs or a Mandate Preamble is amended to the bill and two-thirds of the members of each House vote to exempt this mandate from the funding requirement, municipalities may not be required to implement these changes.
Fiscal Detail and Notes
This fiscal note assumes that the role of the Department of Education continues to be limited to providing resources and technical assistance in supporting school districts in developing curricula and instructional practices.  Therefore, the cost to the department can be absorbed within existing budgeted resources.  If the intent of this legislation is to require the Department of Education to formulate and implement curricula related to the history, organization and operation of federal, State and local governments, the department would require a General Fund appropriation of $97,294 in fiscal year 2014-15 for one Education Specialist III position to perform the additional work.
