|
This resolve
provides for Legislative review of a major substantive rule of the Department
of Health and Human Services. The rules implement initiatives included in PL
2013. c.368, the 2014-2015 Biennial Budget that eliminate funding for the
Infant Mental Health program and use the funding for other related
purposes. The budget initiatives
deappropriated $3 million in MaineCare seed funding each of fiscal years
2013-14 and 2014-15. The Department of
Health and Human Services now estimates the rules implementing these
initiatives would have an annual General Fund savings of $3.4 million. The fiscal note does not include a
deappropriation for these additional savings. It assumes they are being used
for the related purposes identified in the budget initiatives or are being
used to help address the current MaineCare funding shortfall. |
