Amend the amendment by striking out everything after the title and inserting the following:

Amend the resolve by inserting after the title the following:

Emergency preamble. Whereas,  acts and resolves of the Legislature do not become effective until 90 days after adjournment unless enacted as emergencies; and

Whereas,  the Treasurer of State may not sell the remaining bonds authorized but not yet issued from the Land for Maine's Future Board bond issue authorized by the voters in November 2010 unless the Legislature reauthorizes the issuance of those bonds; and

Whereas,  the Land for Maine's Future Board requires the funds to meet its obligations for previously authorized land conservation projects with state, municipal and private entities and to fulfill its obligations under the Maine Revised Statutes, Title 5, chapter 353 in order to protect public recreational opportunities, farmland and the State's environment; and

Whereas,  in the judgment of the Legislature, these facts create an emergency within the meaning of the Constitution of Maine and require the following legislation as immediately necessary for the preservation of the public peace, health and safety; now, therefore, be it

Amend the resolve in section 1 in the last 2 lines (page 1, lines 5 and 6 in L.D.) by striking out the following: "until June 30, 2016; and be it further" and inserting the following: 'for a 5-year period.'

Amend the resolve by striking out all of section 2 and inserting the following:

Emergency clause. In view of the emergency cited in the preamble, this legislation takes effect when approved.

SUMMARY

This amendment strikes the language that replaces the resolve with language requiring the Governor to issue bonds for the Land for Maine's Future projects, and instead extends to 5 years the period for issuing the balance of bonds for land conservation purposes that were authorized by voters at a statewide election held in November 2010. This amendment also adds an emergency preamble and clause.
