An Act To Expand Access to Workforce Development at Brunswick Landing

Be it enacted by the People of the State of Maine as follows:

Sec. 1. 26 MRSA §2031, sub-§1,  as amended by PL 2011, c. 573, §2, is further amended to read:

1. Program established.   The Governor's Jobs Initiative Program, referred to in this section as the "program," is established to encourage high-quality job creation and expansion by directly linking the education and training resources of this State to job opportunities. To the extent of available resources, the program develops and coordinates training for firms intending to expand or locate in this State, reorganize a workplace to remain competitive or upgrade worker skills by providing essential work competencies such as computer literacy, problem-solving strategies, critical thinking skills, math and science proficiency and team-building skills. The program also supports the redevelopment of Brunswick Naval Air Station, as defined in Title 5, section 13083-H, by providing funding for public-private partnerships for academic programming in composites manufacturing, nursing, business and the arts and sciences and funding for student advising, library and tutoring services.

Sec. 2. Appropriations and allocations. The following appropriations and allocations are made.

Governor's Jobs Initiative Program 0842

Initiative: Provides ongoing funds to the Governor's Jobs Initiative Program to support base redevelopment through economic growth and the operation of Southern Maine Community College's new Midcoast Campus at Brunswick Landing. The funding supports public-private partnerships for academic programming in composites manufacturing, nursing, business and the arts and sciences and ensures student success through advising, library and tutoring services at the Maine Advanced Technology and Engineering Center.

SUMMARY

This bill provides ongoing General Fund appropriations of $1,300,000 per year beginning in fiscal year 2015-16 to the Governor's Jobs Initiative Program to increase economic development and provide support for operations and key educational programs at the Maine Advanced Technology and Engineering Center at Brunswick Landing.
