Amend the bill by striking out everything after the enacting clause and before the summary and inserting the following:

Initiative: Provides ongoing funds to Southern Maine Community College to support base redevelopment through economic growth and the operation of the new Midcoast Campus at Brunswick Landing. The funding supports public-private partnerships for academic programming in composites manufacturing, nursing, business and the arts and sciences and ensures student success through advising, library and tutoring services and support services for workforce development.
