  The resolve
  provides allocations to the Legislature of $5,000 in fiscal year 2015-16 and
  $295,000 in fiscal year 2016-17 for any funds received to support the work of
  the Independent Advisory Committee, including the costs of one or more
  consultants to study and propose design options for creating a universal
  system of health care in the State. The resolve requires the Independent
  Advisory Committee to apply for and receive public and private funds for this
  purpose, and prohibits the use of General Fund appropriations for this
  purpose.      |

  Any additional
  costs to the Department of Health and Human Services and the Department of
  Professional and Financial Regulation's Bureau of Insurance are expected to
  be minor and can be absorbed within existing budgeted resources. |
