Amend the bill by striking out the title and substituting the following:
‘An Act To Simplify Nonresident Hunting and Fishing Licenses’
Amend the bill in section 2 in subsection 53 in the 2nd line (page 1, line 7 in L.D.) by inserting after the following: " citizen" the following: ' of the United States'
Amend the bill by striking out all of section 6 and inserting the following:
‘Sec. 6. 12 MRSA §11109, sub-§3, ¶¶K to M, as repealed and replaced by PL 2015, c. 494, Pt. D, §2, are repealed.
Amend the bill by striking out all of section 8 and inserting the following:
‘Sec. 8. 12 MRSA §11109, sub-§7, as amended by PL 2017, c. 125, §1, is further amended to read:
Amend the bill by striking out all of section 10.
Amend the bill by striking out all of section 15 and inserting the following:
‘Sec. 15. 12 MRSA §11154, sub-§5, as amended by PL 2017, c. 72, §2 and c. 96, §1, is repealed and the following enacted in its place:
Amend the bill by striking out all of section 17 and inserting the following:
‘Sec. 17. 12 MRSA §12201, sub-§2, ¶E, as enacted by PL 2017, c. 164, §14, is repealed.
Amend the bill by adding after section 18 the following:
‘Sec. 19. Effective date. This Act takes effect January 1, 2019.’
Amend the bill by relettering or renumbering any nonconsecutive Part letter or section number to read consecutively.

This amendment, which is the majority report of the committee, removes the provisions of the bill that establish comprehensive hunting licenses and comprehensive combination hunting and fishing licenses. The amendment also eliminates the provisions of the bill that allow the Commissioner of Inland Fisheries and Wildlife or a clerk or other agent appointed by the commissioner to inquire of a license applicant which species the applicant intends to hunt under the license and to limit the license to the species specified.
The amendment retains the provisions of the bill that eliminate all alien licenses and permits and that allow persons who are not citizens to purchase nonresident licenses and permits if they are not considered residents.
The amendment adds an effective date of January 1, 2019.
