An Act To Prohibit Marijuana on the Campuses of Maine's Public Postsecondary Institutions
Emergency preamble. Whereas, acts and resolves of the Legislature do not become effective until 90 days after adjournment unless enacted as emergencies; and
Whereas, this legislation needs to take effect before the expiration of the 90-day period due to the passage of an initiated bill legalizing the recreational use of marijuana that took effect January 30, 2017; and
Whereas, in the judgment of the Legislature, these facts create an emergency within the meaning of the Constitution of Maine and require the following legislation as immediately necessary for the preservation of the public peace, health and safety; now, therefore,
Sec. 1. 7 MRSA §2452, sub-§8 is enacted to read:
Emergency clause. In view of the emergency cited in the preamble, this legislation takes effect when approved.
SUMMARY
This bill prohibits the possession and consumption of marijuana on a campus of the University of Maine System or the Maine Community College System or on the campus of the Maine Maritime Academy.
