Amend the resolve by inserting before section 1 the following:
‘Emergency preamble. Whereas, acts and resolves of the Legislature do not become effective until 90 days after adjournment unless enacted as emergencies; and
Whereas, this resolve establishes a working group to evaluate and design retirement plan options for all state employees and teachers; and
Whereas, the working group must be convened before the 90-day period expires in order that the evaluation may be completed and a report submitted in time for submission to the next legislative session; and
Whereas, in the judgment of the Legislature, these facts create an emergency within the meaning of the Constitution of Maine and require the following legislation as immediately necessary for the preservation of the public peace, health and safety; now, therefore, be it’
Amend the resolve in section 1 in subsection 2 in paragraph E in the last line (page 1, line 22 in L.D.) by striking out the following: "; and" and inserting the following: ';'
Amend the resolve in section 1 in subsection 2 in paragraph F in the last line (page 1, line 24 in L.D.) by striking out the following: "Association." and inserting the following: 'Association; and'
Amend the resolve in section 1 in subsection 2 by inserting after paragraph F the following:
‘
G. One member appointed by the chair of the working group from nominations submitted by the Maine Association of Retirees, who serves as a nonvoting member of the working group.

Amend the resolve by adding before the summary the following:
‘Emergency clause. In view of the emergency cited in the preamble, this legislation takes effect when approved.’

This amendment adds to the working group as a nonvoting member a person chosen from nominations submitted by the Maine Association of Retirees. The amendment also adds an emergency preamble and emergency clause to the resolve.
