Amend the bill by striking out the title and substituting the following:

‘Resolve, Directing the Department of Labor To Convene a Working Group To Study Tax Fairness in Maine's Unemployment Insurance System’

Amend the bill by striking out everything after the title and before the summary and inserting the following:

Sec. 1. Department of Labor to convene a working group. Resolved: That the Department of Labor shall assemble a working group to study tax fairness in the State's unemployment compensation system, with a particular focus on employers with negative reserve balances; and be it further

Sec. 2. Makeup of the working group. Resolved: That the working group convened by the Department of Labor pursuant to section 1 must include at a minimum the following participants:

1. One representative of the forestry and logging industry;

2. One representative of the construction industry;

3. One representative of employer interests;

4. One representative of employee interests; and

5. One representative from the Department of Labor.

The department shall also invite members of the joint standing committee of the Legislature having jurisdiction over labor matters to participate as part of the working group. The department shall provide notice of working group meetings to all participants and may invite additional participants at the department's discretion; and be it further

Sec. 3. Report of the working group. Resolved: That the Department of Labor shall submit a report on behalf of the working group convened pursuant to section 1, including any recommended legislation, to the joint standing committee of the Legislature having jurisdiction over labor matters no later than April 1, 2019. The committee may report out a bill related to the report to the First Regular Session of the 129th Legislature.’

This amendment directs the Department of Labor to convene a working group to study tax fairness in the State's unemployment compensation system with a particular focus on employers with negative reserve balances and to submit a report to the joint standing committee of the Legislature having jurisdiction over labor matters by April 1, 2019. It allows the committee to report out a bill based on the recommendations of the working group to the First Regular Session of the 129th Legislature.
