Amend the bill by striking out all of section 4 and inserting the following:
‘Sec. 4. MaineCare eligibility; bipolar disorder and post-traumatic stress disorder. The Department of Health and Human Services shall amend the rules in Chapter 101: MaineCare Benefits Manual, Chapter II, Section 17, Community Support Services to restore access to services to persons who have a diagnosis of bipolar disorder or post-traumatic stress disorder. Pursuant to the Maine Revised Statutes, Title 22, section 3174-FF, subsection 3, paragraph C-1, these rules are major substantive rules as defined in Title 5, chapter 375, subchapter 2-A and must be provisionally adopted by the department and submitted to the Legislature no later than January 1, 2018.
