Resolve, To Establish a Pilot Project To Save Lives and Support People with Substance Use Disorder in Washington County

Sec. 1. Washington County Substance Use Disorder Pilot Project established. Resolved: That the Department of Health and Human Services shall establish the Washington County Substance Use Disorder Pilot Project, referred to in this resolve as "the pilot project," to provide services for residents of Washington County seeking treatment and recovery support services for substance use disorders. The department shall work with health professionals, municipal and county officials, community groups and other interested groups and individuals in Washington County to determine evidence-informed best practices for the area and to plan, implement and evaluate the pilot project. No later than January 1, 2018, the department shall establish and provide the services described in section 2 in the Washington County area; and be it further

Sec. 2. Services provided under the pilot project. Resolved: That, to the extent resources allocated to the pilot project permit, the pilot project must include the following elements:

1. Training for entities that serve as points of entry to treatment and recovery, including but not limited to law enforcement agencies and social service agencies;

2. Training for hospital emergency department personnel, supplies known as comfort packs given to an individual starting detoxification in a home or other outpatient setting and referral systems available in emergency departments of hospitals;

3. Detoxification beds;

4. Incentives and training for potential new prescribers of medication-assisted treatment, who will be paired with counselors;

5. Services to individuals without insurance, including but not limited to medication-assisted treatment, partial hospitalization program options, intensive outpatient services, low-cost prescription medicines and counseling;

6. Child care, transportation and other services to address needs that act as barriers to individuals in treatment and recovery;

7. Coordination among all entities in the treatment and recovery continuum;

8. Residential rehabilitation beds for specific populations, including but not limited to women and youth;

9. Reentry housing for individuals leaving residential rehabilitation services;

10. Treatment and recovery support services for individuals in the Washington County jail;

11. Additional counseling capacity;

12. A peer support center for individuals with substance use disorders;

13. Support services for family members of individuals receiving treatment or in recovery;

14. A county resource center that compiles and disseminates information regarding treatment and recovery opportunities; and

15. Evidence-based substance use prevention programs in schools; and be it further

Sec. 3. Report. Resolved: That the Department of Health and Human Services shall provide a report to the Joint Standing Committee on Health and Human Services no later than November 30, 2018, outlining the planning and implementation of the pilot project and services pursuant to sections 1 and 2, details regarding funding expenditures and quantitative and qualitative evaluation and replicability of the pilot project. The joint standing committee of the Legislature having jurisdiction over health and human services matters may report out legislation associated with the report to the First Regular Session of the 129th Legislature; and be it further

Sec. 4. Appropriations and allocations. Resolved: That the following appropriations and allocations are made.

SUMMARY

This resolve establishes a pilot project in Washington County to provide treatment and recovery services for substance use disorders. It provides $1,600,000 in funding over the 2018-2019 fiscal biennium. The Department of Health and Human Services is required to report on the planning and implementation of the pilot project to the Joint Standing Committee on Health and Human Services no later than November 30, 2018, and the joint standing committee of the Legislature having jurisdiction over health and human services matters may report out legislation to the First Regular Session of the 129th Legislature.
