An Act To Clarify the Use of Public Money for Bulk Mailing in the Election Process
Be it enacted by the People of the State of Maine as follows:
Sec. 1. 21-A MRSA §1125, sub-§12-E is enacted to read:
12-E. Bulk mail reporting. The treasurer or deputy treasurer of a participating or certified candidate, or a political action committee engaging in bulk mailing in connection to the campaign of a participating or certified candidate, shall document all bulk mail by submitting a copy of United States Postal Service form 3602, or its successor form, for standard mail and form 3600, or its successor form, for first-class mail to the commission.

This bill requires a treasurer or deputy treasurer of a Maine Clean Election Act candidate, or a political action committee engaging in bulk mailing in connection to the campaign of a participating or certified candidate, to document all bulk mail by submitting a copy of United States Postal Service form 3602 for standard mail and form 3600 for first-class mail to the Commission on Governmental Ethics and Election Practices.
