This bill would
limit the aggregate independent expenditures made by a person, party
committee, political committee or political action committee during
Gubernatorial, State Senator or State Representative election cycles to
$7,500 for Gubernatorial candidates, $5,000 for State Senator candidates and
$2,500 for State Representative candidates. The Commission on Governmental
Ethics and Election Practices (CGEEP) has indicated that there is a
substantial probability a lawsuit would be filed challenging the
constitutionality of the bill if enacted.
No estimate is made at this time regarding the probability of any
litigation costs. |

Any additional
costs associated with additional independent expenditure reporting
requirements are expected to be minor and can be absorbed within the existing
budgeted resources of the CGEEP. |
