Fiscal Detail and Notes
The Department of Health and Human Services will require General Fund appropriations of $14,195,451 in fiscal year 2017-18 and $28,390,903 in fiscal year 2018-19 to increase rates of reimbursement for facilities that provide assistance with activities of daily living to persons with memory impairments at a level that is 50% above the rates of reimbursement provided for the highest level of private nonmedical institutions (PNMI) by MaineCare. Federal Expenditures Fund allocations will also be required for the FMAP match and Other Special Revenue Funds for the PNMI Tax.

 This fiscal note is based on increasing the rates to 50% above the highest Rate within Appendix C under Section 97: PNMI Services, which is $137.05. The highest rate in any appendix of Section 97 PNMI is actually in appendix E and is $873.97 per day. Given that the 46 facilities that currently provide this service are in appendix C, the highest rate of $137.05 was utilized in this estimate instead of a rate from another appendix in Section 97 PNMI.
