flaggers at highway construction sites to submit to substance abuse testing
would increase costs to construction projects. The amount of the increase would depend on
the number of flaggers hired, the number of flaggers already required to be
subjected to substance abuse testing and the number of privately employed
flaggers whose employer does not perform substance abuse testing. |
