‘Resolve, To Establish the Cumberland County Jail Substance Use Disorder Rehabilitation Pilot Project’

Amend the bill by striking out everything after the title and inserting the following:

Sec. 1. Cumberland County jail substance use disorder rehabilitation pilot project. Resolved: That the Department of Corrections shall contract with the Cumberland County jail for a 24-month pilot project to assist in the rehabilitation of individuals incarcerated or detained at the Cumberland County jail who have a substance use disorder. The pilot project must focus on the health of the individual and must provide services including, but not limited to, counseling, medical services, medication-assisted treatment, education and employment opportunities and community service. The pilot project must be designed to include the involvement of community-based services for individuals on work release. The contract must include outcome measures for individuals who received services in the jail as described under this section and were released from the jail into the community, including, but not limited to, case management enrollment, participation in substance use disorder treatment, employment, recidivism and overdose death.

Sec. 2. Appropriations and allocations. Resolved: That the following appropriations and allocations are made.

Initiative: Provides funding in fiscal years 2019-20 and 2020-21 to establish a pilot project to assist in the rehabilitation of individuals incarcerated at the Cumberland County jail who are experiencing substance use issues or addiction, especially related to opioid use.

SUMMARY

This amendment replaces the bill. It provides funding to the Department of Corrections to establish a 24-month pilot project at the Cumberland County jail to assist in the rehabilitation of individuals incarcerated or detained at the jail who need substance use disorder treatment. The pilot project must focus on the health of the individual and provide services that include counseling, medication-assisted treatment, education and employment opportunities and community service. The contract must include outcome measures for those who are no longer in the jail.
