Amend the bill in section 1 by inserting at the end the following:
‘ § 2495. Funding
The commissioner shall use funds appropriated from the General Fund for the purposes of this chapter and may accept and use any monetary gifts, donations or contributions from public or private sources for the purposes of this chapter.’
Amend the bill by inserting after section 1 the following:
‘Sec. 2. Appropriations and allocations. The following appropriations and allocations are made.

Initiative: Provides one-time funding for the purchase of a new high temperature thermal destruction incinerator to be used for the destruction of marine flares and other items as part of the marine flares disposal program established in the Maine Revised Statutes, Title 25, chapter 318-A.

This amendment is the majority report of the committee. The amendment adds to the bill a directive that the Commissioner of Public Safety use appropriated General Fund funding for the purposes of the bill and authorizes the commissioner to accept and use for those purposes gifts, donations and contributions. The amendment adds an appropriation in fiscal year 2019-20 of $43,500 to enable the State Fire Marshal to purchase a new high temperature thermal destruction incinerator.
