Amend the bill in section 1 in §419-E in subsection 1 in paragraph C in the last 2 lines (page 1, lines 13 and 14 in L.D.) by striking out the following: " , in high quantities, are characterized as toxic hazardous waste." and inserting the following: ' are designated as hazardous substances under the federal Comprehensive Environmental Response, Compensation, and Liability Act of 1980, 42 United States Code, Section 9602(a).'
Amend the bill in section 1 in §419-E in subsection 2 in the last line (page 1, line 17 in L.D.) by inserting after the following: " tar" the following: ' and that is designed to be applied on a driveway or parking area'
Amend the bill in section 1 in §419-E in subsection 3 in the last line (page 1, line 19 in L.D.) by striking out the following: " a coal tar sealant product" and inserting the following: ' on a driveway or parking area a coal tar sealant product that is labeled as containing coal tar and that is designed to be applied'
Amend the bill in section 1 in §419-E by striking out all of subsection 5 (page 1, lines 27 and 28 in L.D.)
Amend the bill by relettering or renumbering any nonconsecutive Part letter or section number to read consecutively.

This amendment, which is the majority report of the committee, amends the bill as follows.
1. It amends the definition of "polycyclic aromatic hydrocarbons" to include a reference to the federal Comprehensive Environmental Response, Compensation, and Liability Act of 1980.
2. It clarifies the scope of the bill's sales and application prohibitions or coal tar sealant products.
3. It removes an unnecessary cross-reference.
