Amend the resolve by striking out the title and substituting the following:
‘Resolve, Directing the Department of Marine Resources To Provide an Update on the Status of Actions Intended To Reduce Marine Debris in the Gulf of Maine’
Amend the resolve by striking out everything after the title and inserting the following:
‘Sec. 1. Updates on marine debris action plan. Resolved: That the Department of Marine Resources shall submit a report to the joint standing committee of the Legislature having jurisdiction over marine resources matters by February 1, 2021 detailing the status of actions identified in the National Oceanic and Atmospheric Administration Marine Debris Program's 2019 Gulf of Maine Marine Debris Action Plan to reduce marine debris. The report must address whether the activities to address marine debris in the Gulf of Maine identified in the action plan are sufficient to reduce marine debris. The report may also include any recommendations to reduce marine debris in coastal waters. The joint standing committee of the Legislature having jurisdiction over marine resources matters may report out a bill to the First Regular Session of the 130th Legislature based upon the report of the department.’
Amend the resolve by relettering or renumbering any nonconsecutive Part letter or section number to read consecutively.

This amendment replaces the resolve, removes the emergency preamble and clause and changes the title. It requires the Department of Marine Resources to provide the joint standing committee of the Legislature having jurisdiction over marine resources matters with a report by February 1, 2021 detailing the status of action items identified in the 2019 Gulf of Maine Marine Debris Action Plan published by the National Oceanic and Atmospheric Administration Marine Debris Program. It requires the department to evaluate whether the activities in the action plan are sufficient to reduce marine debris in coastal waters and it also allows the department to make recommendations to reduce marine debris in coastal waters. The amendment authorizes the joint standing committee of the Legislature having jurisdiction over marine resources matters to report out a bill to the First Regular Session of the 130th Legislature based upon the report.
