‘Resolve, Regarding Biofuel in Heating Oil’
Amend the resolve by striking out the title and substituting the following:
Amend the resolve in the 2nd Whereas paragraph after the title in the 3rd line (page 1, line 5 in L.D.) by striking out the following: "#2"
Amend the resolve in section 1 in the 4th line (page 1, line 15 in L.D.) by striking out the following: "oil." and inserting the following: 'oil, #6 heating oil and kerosene, referred to in this resolve as "heating oil." '
Amend the resolve in section 1 in subsection 1 in paragraph B (page 1, line 24 in L.D.) by striking out the following: "#2"
Amend the resolve in section 1 in subsection 2 in the 3rd line (page 1, line 35 in L.D.) by striking out the following: "#2"
Amend the resolve in section 1 by striking out all of subsection 3 (page 2, lines 1 to 3 in L.D.) and inserting the following:
‘3. In carrying out the study, the office shall as necessary consult with the Department of Environmental Protection; the Public Utilities Commission; the Efficiency Maine Trust Board; the Department of Agriculture, Conservation and Forestry, Bureau of Agriculture, Food and Rural Resources, division of quality assurance and regulation; the Department of Economic and Community Development, Office of Community Development, bureau of building codes and standards; and the State Fire Marshal.’
Amend the resolve in section 1 in the last paragraph in the last line (page 2, line 11 in L.D.) by inserting after the following: "Natural Resources." the following: 'After reviewing the report, the committee may report out a bill to the Second Regular Session of the 129th Legislature to implement recommendations in the report.'
Amend the resolve by adding after section 1 the following:
‘Sec. 2. Appropriations and allocations. Resolved: That the following appropriations and allocations are made.

Initiative: Provides an appropriation to hire contracted services to complete complex energy modeling associated with a study of requiring percentages of biofuel to be used in heating fuels.

summary
This amendment changes the title of the resolve and makes the following additional changes.
1. It broadens the scope of the study to include #6 heating oil and kerosene in addition to #2 heating oil.
2. It requires consultation with additional state agencies in the development of the study report.
3. It authorizes the Joint Standing Committee on Environment and Natural Resources to report out legislation to implement recommendations contained in the report.
4. It adds an appropriations and allocations section.
