Amend the resolution by striking out all of Section 26 (page 1, lines 14 to 16 in L.D.) and inserting the following:
‘Section
26. Congressional and presidential elections. A primary, general or special election for United States Representative or United States Senator must be decided by a plurality of votes cast. A primary election for President of the United States and a general election for presidential elector must be decided by a plurality of votes cast.’
Amend the resolution by striking out all of the question (page 1, lines 23 to 27 in L.D.) and inserting the following:

"Do you favor amending the Constitution of Maine to require that a primary election for President of the United States, State Representative, State Senator or Governor be decided by a plurality of votes cast, that a general election for presidential elector be decided by a plurality of votes cast and that a primary, general or special election for United States Representative or United States Senator be decided by a plurality of votes cast?"

This amendment, which is the minority report of the committee, provides that a primary election for President of the United States and a general election for presidential elector must be decided by a plurality of votes cast.
