‘Resolve, To Establish a Pilot Project To Provide Support Services for Military Members Transitioning to Civilian Life in Maine’
Amend the bill by striking out everything after the title and inserting the following:
‘Sec. 1. Commissioner of Economic and Community Development to establish pilot project to conduct outreach and to provide support services for active duty military members who are transitioning to civilian life in the State. Resolved: That the Commissioner of Economic and Community Development, in consultation with the Director of the Maine Bureau of Veterans' Services within the Department of Defense, Veterans and Emergency Management, shall establish a pilot project, commencing September 1, 2020, to conduct outreach to encourage active duty military members who are transitioning to civilian life to relocate to the State and to provide personalized and proactive support for those military members and their families, including assistance with securing employment and navigating transition services and with community reintegration. The pilot project must be administered by one or more nonprofit or for-profit entities selected through a competitive bidding process.
Sec. 2. Report. Resolved: That, by January 1, 2023, the Commissioner of Economic and Community Development, in consultation with the Director of the Maine Bureau of Veterans' Services within the Department of Defense, Veterans and Emergency Management, shall submit a written report of the results of the pilot project under section 1 and make recommendations to the joint standing committee of the Legislature having jurisdiction over veterans affairs. The report must include, at a minimum, information on the outreach conducted, the services provided, the number of military members and families served, the number of military members and families who successfully relocated to the State and the employment status of those individuals. The joint standing committee of the Legislature having jurisdiction over veterans affairs may report out legislation based on the report to the First Regular Session of the 131st Legislature.
Sec. 3. Appropriations and allocations. Resolved: That the following appropriations and allocations are made.
