An Act Increasing Municipal Agent Fees for Motor Vehicle, All-terrain Vehicle, Snowmobile and Watercraft Registrations

Be it enacted by the People of the State of Maine as follows:

Sec. 1. 12 MRSA §13051, sub-§2, ¶B,  as enacted by PL 2003, c. 414, Pt. A, §2 and affected by c. 614, §9, is amended to read:

B. Agents may charge a service fee of $1 $3 for each renewal registration issued and $2 $5 for each registration covered by sections 13002 to 13005. This service fee is retained by the agent. The commissioner shall charge a $1 service fee for each registration issued by department employees.

Sec. 2. 12 MRSA §13105, sub-§1, ¶B,  as enacted by PL 2003, c. 414, Pt. A, §2 and affected by c. 614, §9, is amended to read:

B. Agents may charge a service fee of not more than $1 $3 for each snowmobile renewal registration issued and $2 $5 for each registration covered by sections 13002 to 13005. This service fee is retained by the agent.

Sec. 3. 12 MRSA §13156, sub-§3,  as enacted by PL 2003, c. 414, Pt. A, §2 and affected by c. 614, §9, is amended to read:

3. Service fees.   An agent may charge a service fee of $1 $3 for each ATV renewal registration issued and $2 $5 for each registration covered by sections 13002 to 13005. This service fee is retained by the agent.

Sec. 4. 29-A MRSA §201, sub-§3, ¶A,  as amended by PL 2017, c. 229, §10, is further amended to read:

A. A municipal agent may charge an applicant a fee not to exceed $3 over the required fee for each renewal of a noncommercial driver's license or nondriver identification card or issued and a fee not to exceed $5 over the required fee for each renewal of a registration issued and a fee not to exceed $4 $6 over the required fee for each new registration issued.

This bill allows municipal agents to charge higher service fees for registrations for motor vehicles, from $3 to $5 for renewals and from $4 to $6 for new registrations. It also allows municipal agents to charge higher service fees for registrations for all-terrain vehicles, snowmobiles and watercraft, from $1 to $3 for renewals and from $2 to $5 for new registrations.
