An Act To Authorize the Department of Education To Provide Flexibility in the Required Credentials for Teachers in Career and Technical Programs
Be it enacted by the People of the State of Maine as follows:
Sec. 1. 20-A MRSA §13006-A, sub-§2-A is enacted to read:
2-A. Qualifications; exemptions. Notwithstanding subsection 1, the commissioner shall adopt rules governing the granting of exemptions from certain qualifications for an endorsement to teach career and technical education under section 13011, subsection 11. The rules must include at a minimum the type of qualifications the commissioner may waive in granting an exemption and standards for evaluating exemption requests. Rules adopted pursuant to this subsection are major substantive rules as defined in Title 5, chapter 375, subchapter 2-A.
Sec. 2. 20-A MRSA §13011, sub-§11 is enacted to read:
11. Exemption from certain qualifications for endorsement to teach career and technical education authorized. In accordance with rules adopted by the commissioner under section 13006-A, subsection 2-A, the commissioner may exempt a person from certain qualifications adopted by the state board under section 13013 for an endorsement to teach career and technical education.

This bill authorizes the Commissioner of Education to exempt a teacher from certain qualifications adopted by the State Board of Education to teach career and technical education. An exemption must be in accordance with rules adopted by the commissioner.
