Amend the bill in section 1 in subsection 1 in paragraph D in the last line (page 1, line 20 in L.D.) by striking out the following: " $9,000" and inserting the following: ' $5,000'
Amend the bill by adding after section 1 the following:
‘Sec. 2. Report. The Department of Education shall calculate the full funding necessary to fund 100% of the costs of the increase in the national board certification salary supplement pursuant to the Maine Revised Statutes, Title 20-A, section 13013-A, subsection 1 for fiscal year 2020-21 and 100% of the costs of the funding necessary to fund the National Board Certification Scholarship Fund for fiscal year 2020-21. The department shall report on its findings to the Joint Standing Committee on Education and Cultural Affairs no later than January 1, 2020. The Joint Standing Committee on Education and Cultural Affairs may submit a bill related to the department's findings to the Second Regular Session of the 129th Legislature.’
Amend the bill by relettering or renumbering any nonconsecutive Part letter or section number to read consecutively.
SUMMARY
This amendment, which is the majority report of the committee, increases from $3,000 in the current law to $5,000 the supplement paid to a teacher who has attained certification from the National Board for Professional Teaching Standards and who is employed in a school in which at least 50% of students qualify for a free or reduced-price lunch during the year that the supplement is provided.
The amendment also directs the Department of Education to calculate the full funding for the national board certification salary supplement and the National Board Certification Scholarship Fund and report back to the Joint Standing Committee on Education and Cultural Affairs no later than January 1, 2020. The committee may submit a bill to the Second Regular Session of the 129th Legislature.
