Amend the bill in section 4 in §441 by striking out all of subsection 2 (page 1, lines 24 and 25 in L.D.) and inserting the following:

2 Eligible voter.   No later than December 1st of the year prior to a presidential election year, the state committee of each party shall notify the Secretary of State of the enrollment qualifications, subject to the restrictions in section 144, for voters eligible to vote in that party's presidential primary election. If no notice is received by that date, only voters enrolled in a political party may vote in that party's presidential primary election.

Amend the bill in section 4 in §443 in the first paragraph in the 3rd line (page 2, line 4 in L.D.) by striking out the following: " 432" and inserting the following: ' 442'

This amendment, which is the majority report of the committee, strikes the provision of the bill mandating that each party’s presidential primary elections are closed to any voter not enrolled in that party. Under the amendment, by December 1st of the year prior to a presidential election year, a party must notify the Secretary of State whether unenrolled voters are eligible to vote in the party’s presidential primary election. The amendment also corrects cross-references in the bill.
