|
The bill directs
the Department of Administrative and Financial Services (DAFS) to develop a
plan to implement statewide collective bargaining for teachers and to submit
a report, including implementing legislation, for introduction to the Second
Regular Session of the 129th Legislature. It also authorizes the State to act
on behalf of school administrative units in statewide collective bargaining
for teachers beginning January 1, 2021. Any costs to DAFS to implement the
plan will need to be provided in the implementing legislation. |

The bill also
requires that the plan to implement statewide collective bargaining for
teachers identify the components of a salary schedule to include a minimum
base salary of $40,000. LD 1001, the
Governor's proposed 2020-2021 biennial budget, includes a General Fund
appropriation of $10,000,000 in fiscal year 2020-21 to increase the minimum
salary for certified teachers to $40,000 beginning in fiscal year
2020-21. |
