Fiscal Detail and Notes
This bill establishes an early childhood consultation program within the Department of Education (DOE) to provide support, guidance and training to families, early care and education teachers and providers working in public elementary schools, child care facilities, family child care settings and Head Start programs serving certain at-risk children and requires the DOE to design and implement the program by September 1, 2020.  The DOE estimates the total cost of this proposal to be $848,080 in fiscal year 2019-20 and $880,682 in fiscal year 2020-21.  This bill requires fifty percent of the costs associated with the program to be paid for through a transfer of Temporary Assistance for Needy Families block grant funds within the Department of Health and Human Services (DHHS) to the DOE.
The bill includes General Fund appropriations of $424,040 in fiscal year 2019-20 and $440,341 in fiscal year 2020-21, representing fifty percent of the total cost, to a newly created Early Childhood Consultation Program within the DOE for one Regional Education Representative position and one Office Associate position and related All Other costs, including funding for contracted consultants as well as technology, training, travel and meeting costs.
The bill also includes Other Special Revenue Funds allocations to the Early Childhood Consultation Program of the same amounts for the remaining fifty percent of the costs to be paid for by the transfer of TANF funds from the DHHS to the DOE.
