	This bill increases the authorized number of employees of the Office of the Public Advocate (OPA) from 9 to 10 and replaces a Research Assistant position, range 30, with an Economic Analyst position, range 36.  The OPA has indicated the additional position will allow the OPA to hire temporary staff and not utilize contracted services. Any costs from these provisions will be funded through assessments on utilities.
