Fiscal Detail and Notes
The bill includes General Fund appropriations to Department of Health and Human Services of $9,803,869 in fiscal year 2020-21 to increase the rate for Adolescent Rehabilitiation Facilities within the Department of Health and Human Services rule Chapter 101: MaineCare Benefits Manual Section 97, Appendix B, Principles of Reimbursement for Substance Abuse Treatment Facilities, Chapter 101: MaineCare Benefits Manual Section 97, Appendix D, Principles of Reimbursement for Child Care Facilities and the Department of Health and Human Services rule Chapter 101: MaineCare Benefits Manual, Chapter III, Section 65, Behavioral Health Services, Children's Home and Community Based Treatment rates by 30% no later than July 1, 2020. Federal Expenditures Fund allocations are also included for the FMAP match and Other Special Revenue Funds allocations are also included for the Service Provider Tax.
