This bill requires
the Department of Professional and Financial Regulation (DPFR), Bureau of
Insurance, to develop an independent dispute resolution process for disputes
regarding surprise medical bills. It includes an ongoing Other Special
Revenue Funds allocation in fiscal year 2020-21 of $48,905 for one part-time
position and associated all other costs and includes a one-time allocation in
fiscal year 2020-21 of $25,000 for the development of software necessary for
the dispute resolution process. The DPFR has sufficient resources to fund the
allocations. |

Additional costs
to the State Employee Health Plan are expected to be minor and can be
absorbed within existing budgeted resources. Additional costs to the
Department of Public Safety associated with the Maine Emergency Medical
Services' Board convening a stakeholder group and reporting the results can
be absorbed within existing budgeted resources. |
