|
This bill
increases the state goal for energy storage system development and
establishes certain requirements for the Efficiency Maine Trust (EMT), the
Public Utilities Commission (PUC) and the Governor's Energy Office (GEO)
related to energy storage systems. The bill includes a one-time allocation of
$100,000 in fiscal year 2021-22 to the PUC to provide assistance to the GEO
related to a market study of energy storage. The bill also includes ongoing
allocations to the PUC of $224,153 in fiscal year 2021-22 and $308,384 in
fiscal year 2022-23 for one Staff Attorney position and one Utility Analyst
position and associated costs. The PUC is funded by an assessment set to
produce sufficient revenue for the expenditures allocated by the Legislature
for operating the PUC. The increased allocations in this bill require a
corresponding increase in revenue from the assessment on transmission and
distribution utilities. Any additional costs to the EMT and GEO are
anticipated to be minor and can be absorbed within existing budgeted
resources. |
