|
The Maine
Commission for Community Services has estimated the cost of funding 10
program fellows as part of the Maine Service Fellows Program to be $350,000
in fiscal year 2021-22 and $353,501 in fiscal year 2022-23. Of that amount, $336,319 and $339,683 in
fiscal years 2021-22 and 2022-23, respectively is for stipends, health
insurance allowances, personal liability insurance, workers' compensation
insurance for the program fellows as well as the educational loan payment to
be provided as a program completion bonus.
The commission has also estimated the cost for a program manager to
administer the program to be $13,681 in fiscal year 2021-22 and $13,818 in
fiscal year 2022-23. This bill
requires the commission to establish the first class of 10 program fellows
within 180 days following the effective date of this legislation to the
extent funds are available. Absent
General Fund appropriations, it is unclear whether this can be accomplished. |

This bill
includes Other Special Revenue Funds allocations and Federal Expenditures
Fund allocations of $500 per year beginning in fiscal year 2021 to a newly
created Maine Service Fellows Program within the Department of Education,
Maine Commission for Community Service, to authorize expenditures for the
program in the event that funds are received from private or federal sources. |
