Fiscal Detail and Notes
This resolve establishes the Climate Education Professional Development Pilot Program as a 3-year pilot program within the Department of Education and requires a total of $2,094,019 to be transferred to a newly created Climate Education Professional Development Pilot Program Fund, Other Special Revenue Funds account to support the pilot program. Of that amount,$1,094,019 is transferred from the unappropriated surplus of the General Fund, $200,000 is transferred from certain enforcement settlement funds within the Office of the Attorney General and $800,000 is transferred from the Liquor Operation Revenue Fund within the Maine Municipal Bond Bank.  
This resolve includes Other Special Revenue Funds allocations totaling $2,094,019 in fiscal year 2022-23 to the pilot program fund. Of this amount, $2,000,000 is allocated for grants to school districts to partner with nonprofit community-based organizations to create and implement plans to provide teacher training in next generation science standards and interdisciplinary climate education. Additionally, $94,019 is allocated for the establishment of one limited-period Regional Education Representative position to administer the 3-year pilot program through June 30, 2025. The cost of the limited-period position is estimated to be $113,739 in fiscal year 2023-24 and $117,108 in fiscal year 2024-25. A Federal Expenditures Fund base allocation of $500 is also provided for fiscal year 2022-23 to allow for the expenditure of funds for the pilot program in the event that any federal funds are received.
