  includes ongoing General Fund appropriations to the Department of Health and
  Human Services of $1,200,000 beginning in fiscal year 2023-24 for the
  department to contract for support services for a transitional housing
  program in Portland that provides low-barrier, 24-hour, 7-day-a-week shelter,
  comprehensive case management and daily living support services to
  individuals experiencing homelessness who also have medical, mental health or
  substance use-related needs. This appropriation would be in addition to any
  of the current MaineCare program funding already provided for other
  services. 
 A more current estimate would suggest that the funding be moved from
  Purchased Social Services - 0228 to Mental Health Services - Community - Z198.
