Be it enacted by the People of the State of Maine as follows:
Sec. 1. Appropriation. The following funds are appropriated from the General Fund to carry out the purposes of this Act.

Provides funds to establish a grant program to support up to 20 public school alliances per year. The department is authorized to adopt routine technical rules in accordance with the Maine Revised Statutes, Title 5, chapter 375, subchapter II-A to implement the grant program. The rules must include a preference in awarding grants to public school alliances that secure local resources to match all or part of the state funds.
Effective September 18, 1999, unless otherwise indicated.
