     Sec. DD-1. Adult remedial education services. The Department of Education, in consultation with the Department of Labor, Division of Deafness, shall establish 5 demonstration sites to provide adult remedial education services for former students of the Governor Baxter School for the Deaf and the Maine School for the Deaf. The demonstration sites must be located in Portland, Lewiston, Augusta, Bangor and Caribou. The services must include classes that include, but may not be limited to, basic instruction in literacy, computer skills, math and independent living skills. The Division of Deafness shall assist the Department of Education in identifying people in need of the adult remedial education services.

     Sec. DD-2. Grant program. The Department of Education shall establish a grant program for the purpose of implementing these services. The department shall consider the cost of providing services at each of the demonstration sites in determining grant amounts.

     Sec. DD-3. Report. The Department of Education shall submit a preliminary report that includes a progress report on the success of the grant program under section 2 of this Part to the joint standing committee of the Legislature having jurisdiction over education matters by January 15, 2003. The department shall submit a final report, which must include the number of students served, the level of satisfaction with services provided and the feasibility of continuing these services, to the committee by December 15, 2003.

     Sec. DD-4. Appropriations and allocations. The following appropriations and allocations are made.
