§1351. District referendum
The school board:

Authority to call a district referendum.
Shall initiate a district referendum:
A.
To approve the issuance of bonds or notes for school construction projects;

B.
To approve a change in the selection of a school building site;

C.
To approve a change in the method of sharing costs among the member municipalities;

D.
To approve an agreement to add one or more municipalities to the district;

E.
To approve an agreement to transfer a participating municipality to another school administrative district;

F.
To approve an agreement to merge with another school administrative district;

G.
To approve a proposed lease agreement with the Maine School Building Authority;

To authorize the board of directors to contract for the schooling of secondary pupils;

2.
Required district referendum.
Shall initiate a district referendum when requested by a written petition of at least 10% of the number of voters voting for the gubernatorial candidates in the last gubernatorial election in the municipalities within the district. At that referendum, the school board shall place before the voters the specific school construction article which has been requested by the petitioners.
