Sec. 5. Staff. Resolved: Upon approval of the Legislative Council,
the Office of Policy and Legal Analysis shall provide necessary
staffing assistance to the commission; and be it further

 
Sec. 6. Compensation of members. Resolved: That legislative members are
entitled to receive the legislative per diem and reimbursement of
necessary expenses for their attendance at authorized meetings of
the commission. Public members not otherwise compensated by
their employers or other entities whom they represent are
entitled to receive reimbursement of necessary expenses and a per
diem equal to the legislative per diem for their attendance at
authorized meetings of the commission; and be it further

 
Sec. 7. Report. Resolved: That the commission shall submit a report
that must include its findings, together with any recommended
legislation, to the First Regular Session of the 120th
Legislature no later than December 20, 2000. Upon submission of
its report, the commission shall terminate. In the commission's
report the commission must address the following:

 
A. Steps that must be taken on a year-by-year basis to
accomplish the renewable energy policy that is developed by
the commission and must promote energy self-reliance and
emphasize low-impact electric power generation and
distribution; and

 
B. Benchmarks for achieving reasonably reduced reliance on
energy resources that are not renewable or sustainable; and
be it further

 
Sec. 8. Budget. Resolved: That with the assistance of staff,the
chair of the commission shall administer the study budget.
Within 10 days after its first meeting, the commission shall
present a work plan and proposed budget to the Legislative
Council for approval. The commission may not incur expenses that
would result in the study group exceeding its approved budget.
Upon request of the commission, the Executive Director of the
Legislative Council or the executive director's designee shall
provide the commission chair and staff with a status report on
the commission budget, expenditures incurred and paid and
available funds.

 
SUMMARY

 
This bill establishes the Renewable Energy Policy Commission.
The purpose of the commission is to develop a state renewable
energy policy that promotes energy self-reliance and emphasizes
low-impact electric power generation and
