Sec. 1. P&SL 1997, c. 31, §4 is amended to read:

Sec. 4. Appointment of first board. The first board is selected by the municipal officers of the Town of Phillips and the Town of Avon within 6 months of approval of this Act by the legal voters in the district. For purposes of this Act, a legal voter in the district is a resident who is at least 18 years of age and who resides in a household to which the district's service is provided.

This bill amends the charter of the Mt. Blue Standard Water District by clarifying that a legal voter of the district must reside in a household to which the district's service is provided.
