Be it enacted by the People of the State of Maine as follows:

 
Sec. 1. Department of Human Services; rulemaking. The Department of Human
Services shall adopt rules necessary to:

 
1. Allow the provision of after-school care for students 12
to 15 years old;

 
2. Allow the provision of full-day, year-round Head Start
programming;

 
3. Maximize the procurement of federal funds available as a
result of the increased State contribution in section 2; and

 
4. Implement any other portion of this Act.

 
Rules adopted pursuant to this section are routine technical
rules pursuant to the Maine Revised Statutes, Title 5, chapter
375, subchapter II-A.

 
Sec. 2. Appropriation. The following funds are appropriated from the
General Fund to carry out the purposes of this Act.

Provides funds for additional
