| | | Be it enacted by the People of the State of Maine as follows: |

| | | Sec. 1. 12 MRSA §7076, sub-§3, as amended by PL 1997, c. 432, §11, is | | further amended to read: |

| | | 3. Residents with certain disabilities |
|
| | | A. The commissioner may issue, upon application, | | complimentary resident hunting and fishing licenses to a | | resident of Maine who is suffering from the loss of, or the | | permanent loss of the use of, both lower extremities or one | | arm. Any license issued under this paragraph remains valid | for the life of the license holder, | | continues to satisfy the residency requirements in section | | 7001, subsection 32 and the license is not revoked or | | suspended. |

| | | B. The commissioner may issue, upon application, | | complimentary nonresident hunting and fishing licenses to a | | person from another state who is similarly suffering, | | provided that the state where the person resides provides a | | reciprocal privilege for residents of this State. |

| | | This bill allows the Commissioner of Inland Fisheries and | | Wildlife to issue complimentary hunting and fishing licenses to a | | Maine resident who suffers from the loss of the use of one arm. |
