| Be it enacted by the People of the State of Maine as follows: |

| | Sec. 1. 20-A MRSA c. 615 is enacted to read: |
|
| SCHOOL ACHIEVEMENT GRANTS |
|
| §17221.__School achievement funds |
|
| | The commissioner shall administer any funds available for | school achievement grants. |
|
| §17222.__School achievement grants |
|
| | The department and state board shall adopt rules for the | making of school achievement grants to school administrative | units.__The rules must: |
|
| | 1.__Proposals.__Establish a process for the department and | state board to request proposals for school achievement grants | and for school administrative units to respond to these | proposals; and |
|
| | 2.__Criteria.__Present criteria for the identification of | school administrative units eligible for school achievement | grants. |
|
| | The department and state board shall annually make school | achievement grants to school administrative units that follow the | process established under subsection 1 and meet the criteria | established under subsection 2. |
|
| | Rules adopted pursuant to this chapter are routine technical | rules as defined in Title 5, chapter 375, subchapter II-A. |
|
| | Sec. 2. Rule-making progress report. The Commissioner of Education | shall report to the Joint Standing Committee on Education and | Cultural Affairs by January 15, 2000 on the progress of | rulemaking to implement school achievement grants under the Maine | Revised Statutes, Title 20-A, chapter 615. |

| | Sec. 3. Appropriation. The following funds are appropriated from the | General Fund to carry out the purposes of this Act. |
